Definitely a friend. Growth in other parts of the world has a ripple effect for the world economy. I noticed this during the oil boom. International companies took advantage of the growth and had mega projects to use the latest technology as well as grow new technology.
Of course this time we are dealing with a savvy customer who is going to ask for technology transfer. I have been on the other side when I was in India and Western companies held their customers to ransom but marking up spare parts unreasonably. This is what started the whole concept of technology transfer over a period of time. Actually technology transfer is not all that bad as it help us to keep on the cutting edge of technology as well sell obsolete or near obsolete technology.

China also has energy security concerns. Without millitary guarantee of oil supply the new energy seems the best bet. Also China fears of burning up way too much coal is both a curse on environment and resources.

Thanks for the comment, and you're right. Whatever we think of the "race" to be green or the competition with China, we should find (reasonable and cost-effective) ways to develop our own renewable energy sources.

I don't think we should worry about losing "green jobs" to China, though. It's not a zero sum game, as best as I can tell.

Whether China will be a friend or foe is a very interesting question. It depends on how we look at things which is determined by what our goals are. If our main goal is for the US to dominate the renewable energy market, then we would see China as a foe, but if our goal was to save the world, we would see them as a friend. (Needless to say, I believe the latter to be of more importance.)

Ultimately, whether we see them as a friend or not shouldn't matter that much because our actions should be the same. We should try to develop our renewable energy sector as fast as possible, period.
